Av. Cem Şanlı was born and grew up in Istanbul, Turkey. His mother is originally from Albania and Greece and his father is of Turkmen descent. He combined his interest in history, politics, and law and my ideals decided to specialize in genealogy.

His areas of research expertise are past Ottoman-area history, Population Exchange, Lausanne Treaty applications, Turkey-related groups, Balkans, Turkish diaspora, Ottoman Law, and Turkish Law.
